HHWP CAC to offer help with heating The Hancock Hardin Wyandot Putnam Community Action Commission’s HEAP 2019 Winter Crisis Program (WCP) will begin on Nov. 1, 2018 and continue through March 31, 2019 – as long as funds remain available. This program was created to provide financial assistance, one time per heating season, to income eligible households who are threatened with disconnection of their heating source, have service already disconnected, need to establish new service, seek to transfer service, or have less than a 25 percent supply of bulk fuel.
