Kenton Mayor Randy Manns presents a proclamation to Starla West, residence director at Blanchard House in Kenton, naming this Assisted Living Week. Manns was assisted by members of the Kenton JROTC, advisor MSG David Clifford and Eric Wynegar, Katrina Davis, Lakota Breece and Mike Hall. Residents also honored Sept. 11 with American flags and pins during the ceremony.
