Osborn honored for cracking down on welfare fraud For her work in detecting fraud through Hardin County Job and Family Services, Jessica Osborn was recognized as Rookie of the Year by the Ohio Council on Welfare Fraud (OCOWF). Jessica has been the fraud investigator with Job and Family Services for two years, investigating cases on those who receive benefits through the agency for offenses such as fraudulent pay stubs or failing to report income.
